FISCAL MANAGEMENT

Fiscal management is a function that all Scouting professionals are engaged in from the beginning of their careers. Let me share two experiences that highlight my successes as a fiscal manager.

 

I served as the Finance Director in the Pacific Skyline Council in San Mateo, California from 1999 to 2002. In this role I was responsible for all finance related matters (fundraising, fiscal management, accounting, audit, endowment and capital). During these years the “.com” boom era came to a sudden conclusion. In spite of these difficult conditions the council budget was balanced each year. I also guided the council though three unqualified audits. My responsibilities also included serving as the office manager and supervision of the accounting specialist.

 

Following several years in a strictly fundraising role in the San Francisco Bay Area Council in San Leandro, California, I was asked to assume the Chief Financial Officer role. I served in this capacity until 2011 ad resumed this role again in 2015 upon my return to the San Francisco Bay Area Council.

 

In this role I was responsible for all fiscal oversight responsibilities in a council with a $4 million budget. My duties included: budget, audit, banking relationships, investment oversight, the accounting function, and cash flow management. 2009-11 were particularly challenging financial times in the San Francisco Bay Area Council. A portion of my current responsibilities include these same responsibilities. My fiscal management accomplishments in both the Pacific Skyline and San Francisco Bay Area Council’s include:

 

$1.4 million mortgage on the Youth Leadership Training Center was retired in 2009.

 

Establishing a $1.2 million credit line for future use in 2009.

 

All account receivables were paid on a timely basis.

 

The budget was balanced annually without a reduction in staff in 1999-2002, 2009-2010 and 2016. In 2016 the budget result improved from -429,000 to +$5,000.

 

The council audit received an unqualified status in 1999, 2000, 2001, 2004, 2005, 2008, 2009, 2010 and 2015.

 

In the Grand Canyon Council, I established the Grand Canyon Council, Boy Scouts of America Outreach, LLC. Individual donations to Non-Profit LLC’s in Arizona qualify for a tax credit. This program required extensive work with legal counsel, government officials and our marketing team. $140,000 was raised through this LLC in 2013 – 2014.
